Position Overview

The Security Manager performs the function of providing security administration and management for SubCom, LLC. The Security Manager is appointed in writing, with copies of the appointment letter provided to the Senior Global Security Manager or their designee. The Security Manager works under the guidance of the Senior Global Security Manager or their designee and will oversee the day-to-day security administration, management, and operations for his or her assigned division. The Security Manager is responsible for creating and maintaining a secure environment for the execution of work in a controlled facility. The Security Manager must hold a security clearance equal to or greater than the highest clearance level of their assigned division.

Responsibilities

Administration

Security Manager administrative responsibilities cover all duties related to compliance with division policies and requirements, management of information and information systems, and adherence to division communications requirements.

  • Ensure adherence to applicable laws as well as national, DoD, and other division specific security policies and requirements from applicable DOD security directives, Instructions and manuals.
  • Ensure TEMPEST and Operations Security (OPSEC) requirements are accomplished.
  • Prepare SOPs and forward the proposed SOPs and SOP changes to the Senior Global Security Manager or their designee for approval.
  • Provide detailed instructions and procedures in accordance with the divisions SCG, SOPs, and applicable marking guides.
  • Oversee an information management system for the division to facilitate the control of division information.
  • Must have working knowledge in the preparation and maintenance of prime and subcontract DD254s.
  • Ensure information systems (IS) remain in compliance with Risk Management Framework (RMF) process and the policies and standards under the National Industrial Security Program (NISP).
  • Ensure adherence to policies related to communications requirements, capabilities, and procedures within the division, including briefings, debriefings, and foreign travel briefings.
  • Oversee transmission of division material.
  • Develop a transportation plan and forward to Senior Global Security Manager or their designee for approval.

Personnel Security

Security Manager personnel security responsibilities address division Nomination Process indoctrination, and foreign travel by division personnel.

  • Ensure that personnel processed for division access to a division meet the prerequisite nomination requirements.
  • Provide initial division indoctrination of employees after access approval; rebrief and debrief as required.
  • Review all proposed foreign travel itineraries of division personnel.
  • Conduct pre and post-travel briefings/debriefings.
  • Evaluate foreign travel trends for division personnel.
  • Receive/forward reportable information on division personnel to the Senior Global Security Manager or their designee.

Physical Security

Security Manager physical security responsibilities address all issues related to the facility, including maintaining a secure workspace, which may include an accredited controlled facility and overseeing self-inspections and visitor access. Security Managers are also responsible for certifying division access for visits between the prime contractor and any subcontractors.

  • Ensure adequate secure storage and workspace .
  • When required, establish and maintain a controlled accredited facility in accordance with division requirements and ICD 705 standards.
  • Maintain the facility access control system
  • Develop/maintain Fixed Facility Checklists to establish/update classified work areas, including maintaining necessary waiver/approval records.
  • Ensure that all self-inspections are conducted.
  • Establish and oversee a visitor control program .
  • When properly trained and designated by the Senior Global Security Manager or their designee, the Security Manage may perform controlled facility accrediting functions.
  • Certify access to the facility for visits between a prime contractor and the prime's subcontractors security managers.

Security Education

Security Manager security education responsibilities address issues related to security education, training, and awareness of all personnel, including providing overall management of the Security Education and Training Awareness (SETA) program, ensuring that requirements and briefings are tailored to the needs of the division.

  • Provide overall management and direction for assigned division SETA programs.
  • Ensure the SETA program meets specific and unique division requirements.
  • Establish security training and briefings specifically tailored to unique division requirements.
  • Deliver country-specific threat/defensive Area of Responsibility (AOR) briefs to personnel travelling to foreign countries.
  • Deliver annual refresher training covering the topics outlined in the division Refresher Annual Security Training Record.

Storage and Handling

Security Manager storage and handling responsibilities address the storage and handling of division materials and documents, including overseeing classified material control, conducting annual inventories, and providing courier instructions.

  • When required, establish, and oversee a classified material control program for the division.
  • When required, conduct annual inventory of accountable classified material*
  • Maintain Control log for all division material that is not accountable.
  • Monitor reproduction and/or duplication and destruction capabilities of division information, including preparing written reproduction procedures.
  • Establish and oversee specialized procedures for transmission of division material to and from division elements.
  • Provide detailed courier instructions to appointed division couriers.

Qualifications

Qualifications

Basic Qualifications:

  • Bachelor's degree in related discipline, or equivalent education and work experience.
  • Proven experience as a Security Manager with additional access responsibilities.
  • Knowledgeable of DoD security directives, Instructions, and Manuals.
  • Strong oral and written communications skills.
  • DoD Top Secret clearance eligibility with current Investigation.
  • Ability to maintain a DoD Top Secret clearance and any additional division access required.
  • SCI Access is preferred.
  • Willing to work extended hours, in a fast paced, deadline driven environment.
  • Willing to travel on company business (approximately 25%)

  • Ability to perform COMSEC duties including inventory and disposition
  • Strong organizational skills and attention to detail
  • Intermediate competency level with Microsoft Office Suite programs
  • Ability to excel in a fast-paced work environment.
  • Ability to solve problems of varying levels of complexity
